As we prepared this article, a lame-duck Congress faced a goal of reducing the federal deficit by $1.2 trillion over the next decade. Congressional leaders and President Obama were once again involved in negotiations to avert the “fiscal cliff”—a mix of tax increases and spending cuts scheduled to take effect on Jan. 1, 2013.
