Strategic Plan

Background

The Evidence-Based Practice Committee (EBPC) held its first official meeting on Monday, March 11, 2002, in Rosemont, Illinois. This document is the result of the afternoon strategic planning session, and reflects the vision, mission, goals, and objectives of the EBPC.

Vision Statement

To engage in, participate in, influence,inform, and learn from initiatives that define and improve the quality of orthopaedic practice.

Mission Statement

To improve patient health and safety by promoting quality musculoskeletal care through implementation of evidence-based practice.

Goals and Objectives

In accordance with the Vision and Mission Statements, the EBPC adopts the following goals and objectives:

  1. Further refine and implement the Clinical Quality Improvement Cycle integrating evidence-based guidelines, performance measures, outcomes studies, and education/advocacy.
    1. Continually develop new and refine existing tools to facilitate clinical quality improvement.
      1. Revise/update AAOS guidelines. (EAWG)
      2. Develop performance measures.
      3. Revise/update AAOS outcomes instruments.
      4. Encourage translations and international use of the AAOS outcomes instruments.
      5. Assist in the development and implementation of a joint registry.
      6. Develop stratification severity scales (indices).
      7. Develop educational tools to inform membership about the importance of implementing evidence-based medicine into their practice.
    2. Develop and implement CQI Cycle Pilot Project: Osteoarthritis of the Knee.
      1. Develop OA Knee Guidelines at the first contact physician and musculoskeletal specialist levels. (Knee EAWG)
      2. Identify and develop valid, clinically relevant performance measures, and determine the components that constitute a minimal dataset, that promote clinical quality improvement, maximizing safety and effectiveness.
      3. Identify and assess OA outcomes instruments and make recommendations on appropriate tools for data collection.
      4. Develop report on how to implement the CQI Cycle in practice.
  2. Establish coalitions through collaboration with other AAOS groups and external organizations involved with clinical quality improvement initiatives.
    1. Collaborate on horizontally integrated initiatives with the following AAOS committees and programs (and others, as appropriate): Patient Safety Committee; Infections Committee; Joint Registry; and Shared Decision Making Project.
    2. Continue to foster collaboration with the following organizations and programs (and others, as appropriate): AMA Physician Consortium for Performance Improvement; National Committee for Quality Assurance; Center for Disease Control and Prevention; Center for Medicare and Medicaid Services; AMA/NCQA/JCAHO Pain Management Panel; Arthritis Foundation.
  3. Influence public policy regarding clinical quality, safety, and accountability.
    1. Advocate for and encourage development of appropriate quality and performance measures related to orthopaedic practice.
    2. Advocate for and encourage access to quality healthcare for all orthopaedic patients.
    3. Educate AAOS membership and advocate for implementation of key clinical quality improvement initiatives (e.g. Sign Your Site). Utilize the media (e.g. AAOS website, AAOS Report, Bulletin, and Headline News)
  4. Advance implementation of evidence-based practice.
    1. Assess AAOS membership's current understanding and implementation of evidence-based practice.
    2. Identify and develop appropriate educational initiatives to promote understanding and implementation of evidence-based practice.
    3. In collaboration with the Council on Education, promote understanding and implementation of "levels of evidence" in AAOS educational programming.
    4. Develop products to educate Academy membership about current research on specific conditions, clearly identifying "levels of evidence."
    5. Analyze the AAOS outcomes data and develop a proposal for future orthopaedic outcomes data collection.
    6. Identify and develop proposals for collaboration with appropriate national funding agencies dedicated to advancing implementation of evidence-based practice
