New Board Members Take Their Seats
At the end of the AAOS Business Meetings during the 2013 AAOS Annual Meeting, Joshua J. Jacobs, MD, introduced the new members of the AAOS Board of Directors. They include the new second vice-president, two elected at-large members, the recently elected secretaries of the Board of Councilors (BOC) and Board of Specialty Societies (BOS), and a newly appointed Council Chair (nonvoting seat).

David D. Teuscher, MD
Second Vice-President
Dr. Teuscher, an orthopaedic surgeon in Beaumont, Texas, begins a four-year term of service as second vice-president of the AAOS. Dr. Teuscher has long been an active member of the AAOS and is concluding his seventh year on the Board of Councilors. He represented the BOC on the AAOS Board of Directors from 2009 until 2012.
A 2004 AAOS Leadership Fellow, he has chaired the Committee on Professional Liability and the Advocacy Resource Committee, and has served on each of the three AAOS Councils on Advocacy, Education, and Research and Quality. A presenter, moderator, and chairman of numerous symposia and ICLs at Annual Meetings, Fall Leadership Meetings, and National Orthopaedic Leadership Conferences, he has led and served on multiple ad hoc and project teams during the past decade.
He plans to use his experience in legislation, litigation, and regulation to help AAOS advocate for patients, practices, research, and education.
Todd A. Milbrandt, MD
Member-at-large
A pediatric orthopaedic surgeon affiliated with both the University of Kentucky and Shriners Hospital for Children, Dr. Milbrandt is the program director and an associate professor in the Department of Orthopaedics at the University of Kentucky. A graduate of the University of Puget Sound with a degree in biology, he went on to the University of Virginia, where he earned both a medical degree and a master’s in surgical research.
Dr. Milbrandt completed his residency in orthopaedics at the University of Virginia Health Sciences Center and continued his training at the Texas Scottish Rite Hospital in Dallas, where he specialized in pediatric orthopaedics. He has been a long-time, active member of the Academy, having previously served as chair of the Resident, Candidate and Fellow Committee.
Joseph A. Bosco III, MD
Member-at-large
Dr. Bosco was a member of the 2005 Leadership Fellows Program, has served on both the Ethics Committee and the Sports Medicine Evaluation Committee, and has chaired the Central Program Committee for the Annual Meeting. He is a member of the board of directors for the Orthopaedic Learning Center.
Dr. Bosco specializes in sports medicine, specifically knee, shoulder, and elbow surgery. He is the vice chairman of clinical affairs in the Department of Orthopaedic Surgery at NYU/Hospital for Joint Diseases.
A graduate of Union College with a bachelor’s degree in chemistry, Dr. Bosco earned his medical degree from the University of Vermont. He completed an internship in general surgery and a residency in orthopaedics at the University of North Carolina Hospital in Chapel Hill, N.C.
David A. Halsey, MD
BOS Secretary
Dr. Halsey is an assistant professor in the Department of Orthopaedics and Rehabilitation at the University of Vermont College of Medicine and director of the hip and knee care team. He has long been active in advocacy activities with the AAOS and other orthopaedic societies.
Dr. Halsey has extensive previous experience on the AAOS Board of Directors, having served for 3 years as a member of the BOC leadership line and an additional 3 years as chair of the Council on Advocacy.
He led Board Project Teams charged with the development of the AAOS programs for Professional Compliance and Orthopaedic Office Practice Management, and has served as national spokesperson for health policy matters and practice management.
A graduate of Middlebury College, Dr. Halsey received his medical degree from the University of Medicine and Dentistry of New Jersey. He completed his orthopaedic residency and an internship in general surgery at the Medical Center Hospital of Vermont.
David J. Mansfield, MD
BOC Secretary
This will be the first time Dr. Mansfield has served on the AAOS Board of Directors, but he is no stranger to leadership positions, having served as a member of the BOC Executive Committee, as president of the Texas Orthopaedic Association, as hospital chief of staff, as president of his physician group, and as an officer for his county medical society.
A graduate of Rice University with a BA in biology, Dr. Mansfield went on to receive his medical degree from the Baylor College of Medicine, where he also served his internship and orthopaedic residency. He completed a fellowship in orthopaedic sports medicine at Lenox Hill Hospital in New York.
Dr. Mansfield is a strong advocate for orthopaedics, believing that “unless we in medicine actively engage in the political process, we will be left by the wayside.”
Thomas C. Barber, MD
Chair, Council on Advocacy
A Harvard graduate with a degree in economics, Dr. Barber received his medical degree from the University of Rochester (New York). He completed a general surgery internship at Strong Memorial Hospital in Rochester, followed by a residency in orthopaedic surgery at Boston University and a fellowship in total joint replacement at Stanford University.
Dr. Barber is affiliated with the Kaiser Oakland Medical Center (Oakland, Calif.), where he is Associate Physician in Chief with responsibility for the operating room, and graduate medical education.
Dr. Barber has long been interested in advocacy activities, having previously served on the AAOS Board of Directors from the Board of Councilors. He most recently chaired the AAOS Electronic Medical Records Project team and has served on the Health Care Systems Committee and the Patient Safety Committee. He has been the orthopaedic national representative to the National Committee on Quality Assurance, which oversees quality in health plans.
