Presenter Bio: Sylvia Publ

Sylvia Publ currently serves as Senior Quality Advisor to the Centers for Medicare & Medicaid Services (CMS) Consortium for Quality Improvement and Survey & Certification Operations and the Office of Clinical Standards and Quality - Quality Measurement and Health Assessment Group. Based in CMS’ Chicago Regional Office, Ms. Publ provides technical support in policy development and education in implementation of quality-related initiatives.

Ms. Publ formerly held a policy associate position in the American Medical Association (AMA) Division of Clinical Quality Improvement where she served as lead staff and organizational liaison support for the activities of the Physician Consortium for Performance Improvement, a national, cross-specialty group of quality measurement experts dedicated to physician performance measurement and clinical quality improvement. Through her leadership, the CPT Editorial Panel formed the Performance Measures Advisory Group, charged to conceive, organize, and develop CPT Category II codes for performance measures.

Ms. Publ’s career spans 30 years as a health information management professional in a major academic medical center and several community hospitals in Chicago. Ms. Publ has been involved in a broad array of national health policy topics including health information data structures and nomenclatures, quality evaluation, privacy, electronic health records, personal health records, health care accreditation, and medical staff bylaws and credentialing, among others.

Ms. Publ holds a postgraduate certificate in Health Information Management Systems from the University of Illinois, Chicago, an MBA in Health Services Administration from Dominican University in River Forest, Illinois, and a Bachelor of Science degree in Health Information Management from the University of Illinois, Chicago.
