AAOS Board Takes Professional Compliance Actions

At its meeting on Dec. 6, 2014, the Board of Directors of the American Association of Orthopaedic Surgeons (AAOS) considered the following licensure compliance matters not related to the AAOS Standards of Professionalism and took the actions indicated.

David J. Chao, MD

AAOS Fellowship suspended

In March 2014, the Medical Board of California entered a Stipulated Settlement and Disciplinary Order against Dr. Chao, effective April 25, 2014. The order revoked Dr. Chao’s license to practice medicine; however, the revocation was stayed in favor of probation for 5 years. The action stemmed from an accusation filed in 2012, which was amended in 2013 and involved complaints from five patients. The Medical Board found several causes for discipline, including gross negligence, repeated negligent acts, failure to maintain adequate and accurate medical records, and general unprofessional conduct. Additional grounds for discipline were a finding of dishonesty based on Dr. Chao’s failure to disclose a prior driving under the influence (DUI) misdemeanor conviction when he applied for reappointment of privileges. Dr. Chao’s medical license remains active, but under the terms of his probation, his practice will be monitored and he must complete record keeping and ethics courses and a clinical training program.

The AAOS Board of Directors voted to suspend Dr. Chao’s Fellowship in AAOS until he has a full and unrestricted medical license.

Ronald E. Glousman, MD
Beverly Hills, Calif.
AAOS Fellowship suspended

In August 2014, the Medical Board of California entered a Stipulated Settlement and Disciplinary Order against Dr. Glousman, effective Sept. 3, 2014. The action stemmed from an investigation of unprofessional conduct because he inappropriately touched a patient during two examinations. The order revoked Dr. Glousman’s license to practice medicine; however, the revocation was stayed in favor of probation for 7 years. Dr. Glousman’s medical license remains active, but under the terms of his probation, he must undergo psychological evaluation and must have a third party chaperone present while examining and treating patients. He must also complete a medical ethics course and professional boundaries program.

The AAOS Board of Directors voted to suspend Dr. Glousman’s Fellowship in AAOS until he has a full and unrestricted medical license.

Jessop M. McDonnell, MD
Bellevue, Ohio
AAOS Fellowship suspended

In October 2013, the Medical Quality Assurance Commission for the State of Washington, Department of Health issued a Stipulated Findings of Fact and Agreed Order with Dr. McDonnell. The terms of the order placed his medical license on probation for 5 years, and a permanent restriction on prescribing and/or dispensing hormone medications to patients. The action stemmed from an investigation that found Dr. McDonnell’s treatment of multiple patients was substandard due to improper treatment with hormones, failure to report and document radiologic findings, and improper wound management, among other issues. Dr. McDonnell relocated to Ohio, and a hearing was held in May 2014 before the State Medical Board of Ohio, based on the Washington Department of Health’s prior action. In September 2014, the State Medical Board of Ohio entered an order suspending Dr. McDonnell’s license to practice medicine for an indefinite period of time. The order further stated that upon reinstatement, Dr. McDonnell is permanently limited and restricted from prescribing hormone medications to patients.

The AAOS Board of Directors voted to suspend Dr. McDonnell’s Fellowship in AAOS until he has a full and unrestricted medical license.
